1. Ambassador Martin in Bangkok is in with a suggestion -/V 8I/ 61j,4 4-Y -Mr/
Std . cAgmmtis that Praphat be given the Legion of Merit--second highest degree --
while he is here in Washington. Martin suggests the highest degree /
be reserved for a subsequent award to Thanom. Martin points out
that Praphat is one of the few senior Thai military officials who has
never received the Legion of Merit.
2. Kirk has issued separate action memos to each of the four
Deputy Directorates on policy guidance for preparation and review
of Fiscal Year 1966 budget and manpower. The following chart will
show you the authorized personnel ceilings for each of the compo-
25X1 nents. As you know the goal is to get by June !65.
The chart includes only the people assigned to the four specific
components.

7. The following is an item from the Daily Vietnam Checklist:
"that some of Khanh's group realized that many Liberation Front
members were nationalists and would eventually play a role in the
government of the South. He said some of Khanh's followers were
in contact with Front members to maintain "an escape hatch. ' Such
contacts cannot be confirmed, but we consider it highly possible
that some officials may be so involved. "
8. Personnel reports that things are not going too well to
date in trying to get "out placement'. Currently,
25X1 efforts are being made to get him onto a university staff somewhere.
His new and recently revised resignation date is mid-November.
9. Art Lundahl wanted you to know that an Army Colonel,
who has worked with Art off and on for 7 years leaves
NPIC effective today to go back to military duty. He has been a
real helpful guy and Art has written a letter of commendatio
