Martin suggests the highest degree / be reserved for a subsequent award to Thanom. Martin points out that Praphat is one of the few senior Thai military officials who has never received the Legion of Merit. 2. Kirk has issued separate action memos to each of the four Deputy Directorates on policy guidance for preparation and review of Fiscal Year 1966 budget and manpower. The following chart will show you the authorized personnel ceilings for each of the compo- 25X1 nents. As you know the goal is to get by June !65.
