1. There is some concern in the Agency over a recent
conversation between Pakistani foreign minister Bhutto with
Ambassador McConaughy on 26 May. Bhutto requested the meet-
ing and spelled out ad nauseum the Pak position of opposition to
our military aid to India. At one point in the conversation
according to McConaughy's report:
"Pres. Ayub last night voiced his renewed concern
and instructed FonMin to lay matter before Amb in serious terms.
A long-term US military aid program for India would
increase Pak difficulties manyjfold. The additional burdens
it would place on Pakistan would inevitably affect Pak
ability to continue its traditional assistance in the wider
fields of free world concerns and interests in Asia.
Pakistan is proud of the large role it has played in the
consolidation of Free World interests in this part of
world and wants to continue that role. But the developing
policy trends, if not changed, will force GOP to concentrate
on the narrower field of the preservation of its own vital
national interests. Pakistan will be prevented by the
imminence of the Indian threat from assuming all the
obligations it has shouldered up to now. It will be more
and more difficult for Pakistan to assume broader res-
ponsibilities. Pakistan will be compelled to narrow its
commitments and liabilities. "
2. DD/I analysts have had a look at Saturday's report that
there were 16 SSM's in Cuba with a 200 to 300 mile range. Most
of the locations cited in the report equate to known cruise or SAM
25X1 sites. Tvo are former IRBM locations.
The
report once again cites a theme which is showing up in more and
more --that missiles are being introduced
inside fuel tanks aboard Soviet vessels. DD/I analysts are dubious.
