2. Our station) (reports that coup plotting and
reports of possible assassination attempts are rife throughout
the city. It is difficult to separate fact from fiction but most
informed observers believe that the Government will not
long survive. The Station says "The prognosis appears to be
progressive instability deteriorating to the point that a highly
charged atmosphere could be ignited at any time. f?
3. Houston and Warner continue to try to get the CIA House
Subcommittee to schedule a meeting with the DCI. The full Armed
Services Committee has been fully occupied with the Military Posture
and Authorization Hearings. The Hearings have been going on
morning, noon, evening and Saturdays. It looks as though the
first chance to meet with the subcommittee will be sometime after
the first of March.
4. Here are some interesting nuggets from the DD/S area:
a. DIA Salary and Wage administrators have been
consulting with ours about grading problems in DIA. DIA
seems concerned about the high number of jobs in DIA at
GS-14 and 15--some 14% of the DIA force is in GS-14 and
an additional 14%is in GS-15. This contrasts to 7% 14's in
CIA and 4% GS-15's. DIA is also higher in percentage of
GS-12's and 13's.

b. Thought is being given to invite the American
Cancer Society to sponsor a "How to Quit Smoking" course
after hours here at headquarters.
c.I Ihas privately and confidentially
requested retirement information from Emmett Echols.
Subject to discussions with Kirkpatrick, is consider-
ing retiring on 15 October '64 or 15 February '65.
d. There is a total of retired military personnel
employed in the Agency. had 20 or more years of
service, E etired because 01 age, had a service -connected
disability, and Elhad a combat disability.
5. The current Mid- Career Course, to which you will give
closing remarks on the afternoon of 20 Februarys will make a couple
of interesting trips as a part of the course, They are going to
Omaha 16-18 February to be briefed at SAC and to take a look at
operational missiles. They will also tour the NMCC at the Pentagon.
