Approved For Relego 2007/05106: CIA-RDP80B01676R001300100085-6 W01- 4- 30 October 1963 1. Tom Hughes, on 22 October, sent a memorandum to Rusk which concludes that,on the basis of statistics on the insurgency in SVN since July 1963, the military position of the government appears to have been set back to the point it occupied six months to a year ago. The trend coincides with the deterioration of the political situation. The State memo admits that the statistics (those pertaining to Viet Cong casualties, weapons losses, defections, armed attacks, etc. ) are not thoroughly trustworthy nor entirely satisfactory as evidence. We did not receive a copy of this memo until 29 October. DD/I is in general agreement with the thrust of the State memo. There is a general feeling of discomfort, however, We recognize the shakey nature of the evidence. Furthermore, those who want action at any cost in SVN are apt to point to this kind of memo as support for their cause. for particular kudos wasi who used to be in the 25X1 NE Division and is now on a special assignment in These25X1 assessments are made of various areas of the world periodically for the benefit of the Special Group (CI ). 2.
