MEMORANDUM FOR THE RECORD

Admiral Raborn opened the meeting by discussing the letter from
Kermit Gordon on budget matters. He will hold further discussion with the
Executive Director on this matter.
DCI directed that a White Paper be prepared spelling out the reasons
why the Agency should stay in the overhead reconnaissance field in the beet
interests of the country.

Wheelon distributed a memo of the Soviet lunar shot this morning.
There was a lengthy discussion whether such papers should go to NASA and
USIA. It was decided that they could be sent to the principals with a note
signed by the Director pointing out that sensitive sources and methods were
used in the preparation of the paper. He noted that a new plan had been
proposed for the deployment of the OXCART; DCI will talk with DDCI an
DI -$T on this. Wheelon noted that the second bucket of the CORONA
malfunctioned.
Bross noted he would be having lunch with Gordon Blake today,
and that the NSA budget is being prepared and he will have further comments
for the DGI on this.

Houston noted that the meeting with Rivers will be tomorrow morning
rather than Wednesday. The briefing will cover the recent TV program on
"The Science of Spying" and the Agency's efforts in the 25X1
field during the current crisis in Santo Domingo. He noted that Mahon will
see the film on Wednesday morning and will be given a briefing.

Committee but probably not before next week. He noted the extensive COMMO
load the Agency carries and a memo for the White House regarding speeches
on Southeast Asia.
DCI requested a memo be prepared on the trends of Viet Gong offensive.
DCI wants each of the Deputies to report on various offices within
