General Carter, noting that the North Vietnamese once again appear to
have advanced knowledge of US air strikes, said he intends to raise the
communications security aspects of this once again at USIB today.
Central Carter said he would also alert USIB to the uneasy atmosphere
in the Middle East, particularly as it affects American interests.
There was a discussion of the color TV problem. DOD now favors RCA
sales (which will be in the magnitude of hundreds of millions of dollars worth)
to the USSR. Dindicated that the SIGINT Committee was studying the
matter and would be in position to advise USIB next week. General Carter
said this was not soon enough. H. cited his phone conversation last night
with the Assistant Secretary of Commerce. The DCI position will have to
be stated no later than noon tomorrow. The subject will be brought up at
USIB this morning.
