General Carter was in the Chair as Acting DCI.
Current Intelligence Briefing covered: South Vietnam, Congo,
.Soviet Naval ape in Western Pacific, Syria, Colombia, destruction of
T -281a in Laos,
A memo was tabled on the implications of 25X1
J relating to the US U-2 program.
It was noted that Carroll, Hughes, and NSA approved the USIB
memo on Communist capabilities concerning Leon. DDI reported on
his briefing of Vance and McNamara on this and related FZ matters
Saturday. General Carter directed that DDI prepare a detailed memo on
this session. General Carter said he will send copies of the IJSIB memo
with a personal note to the two Bundy's, Ball, and Rusk.
General Carter inquired about the sponsorship of the T -28 program
Laos and was told that it was not a CIA program.
ADDP reported on revolutionary plotting in Honduras.

or UCLA.

General Carter asked for a memo by COB today on the status of
press contacts involving Agency Deputies and down through Division
Chiefs. Chreten was asked to prepare this.
General Carter asked to be informed on the status of the
program.
