MEMORANDUM FOR THE RECORD
Morning Meeting of 22 November 1965
of OCI gave a background briefing on Cambodia.
DDI reported on comments made on 19 November by General
Wheeler. Wheeler was complimentary of an Agency memo on
Atlantic nuclear forces. He also said he intends to inform DCI of
the current high importance of information pertaining to Cambodian
support of the Viet Cong. DDI noted that DIA had just completed a
rather sensationalized report on this subject. It was also noted that
authority has been given to US forces in Vietnam to take military
action in self-defense against offensive targets inside Cambodia.
DDI reported on current policy considerations of the consequences
of Rhodesian economic warfare against Zambia. Given to DCI were
two Agency memos, one on the importance of Zambian copper and the
other on the costs and nature of any operations which might be required
to rescue the Zambian economy.
DDI noted that an Agency transportation expert is on loan to the
State Department and is assessing the nature of
railway complexes there.
R. J. Smith reported completion of a memo assessing Communist
strategy and intentions in light of the major battles in the Plei Mei
area. He recommended that DCI send personal copies of this memo
to high US officials.
Kent referred to the Agency publication Studies in Intelligence.
This house organ enjoyed its tenth anniversary recently.
Warfield mentioned the need to develop Agency nominees for the
Arthur S. Fleming Award given annually to outstanding Government
officials under forty.

Society entitled Physical Review Letters. He wants to know whether
the Agency subscribes to this publication. He also requests assess-
ment of an article in the 22 November issue concerning low-energy
ions in gas emission of light. He wants consideration of the applica-
tions of any such capability and suggests preparation of a memo on
this subject. Among other things, such a capability has implications

3. DCI wants to send a letter to Lockheed sometime this week
which would spell out conditions under which Lockheed can advertise
certain aspects of the RF-12 in connection with SST advertisements.

4. Noting the prospective deployment and use of OXCART in the
Far East, DCI requests an estimative memo on the consequences and
reactions of such use in Communist China and North Vietnam.
