DCI was speaking to the visiting Senior Seminar group. R. J. Smith noted a request put to him today by the DCI, asking for a look at the weekend information concerning the attack by Cuban exiles along the Havana waterfront. Neither DCI nor the DCI Duty Officer (Bannerman) -was. informed of the details of this. Smith briefed along the lines of this morning's CIB concerning the poor food outlook in India. Kent noted a letter he had receive i from the Dean of the Graduate School The Dean states his case for opposing a formal consultant relationship between Lhe Government, particu- larly intelligence agencies, and academicians. It was noted that this is a fairly common view on the college campuses currently and that DD/I is prepared to brief DCI tomorrow on the problems in developing any kind of systematic use of social scientists in support of the Agency. de Silva commended for reading a report from the DDCI asked de Silva to take a look at which is billed to represent North Vietnamese policy toward the Chinese Communists. DD/P noted a current worldwide trip being made by Senator Mansfield and other Congressmen at Presidential request. The Agency had not been advised beforehand as to the nature and extent of this trip. He also noted that Robert W. Morse, Navy Assistant Secretary for R&D, will be coming to the building tomorrow for briefings on the Agency as earlier requested by DCI. Executive Director explained the current status of budget planning. A letter for DCI signature is be i.ng prepared. The letter will indicate what portions of the reduction will be applied to major categories of Agency work. DDCI said that he wanted a copy of this letter, plus the separate list of low-priority programs prepared earlier. ACTIONS: 1. DD/P is requested to confer directly with Bill Bundy on the question of At stake is the advisability of continuing the Agency's involvement.
