Smith briefed on the current situation in the Dominican Republic and the DCI's concern over the situation there. discussions at NPIC this morning. In answer to DDUL's query, mit reported that the briefing of F~ on the Viet Cong leadership had gone well yesterday. Smith noted a request by Ambassador Taylor for CIA, State, and DIA briefings on various countries between 27, October and 9 November. This request is linked to General Taylor's current work on counterinsurgency matters. Smith reported completion, with DIA concurrence, of a memo on the ChiCom military presence in North Vietnam. The estimated number of troops involved is between 15, 000-20, 000. It was agreed that this is an important matter, that it is necessary to disseminate this information, and that copies would be sent, under a covering note signed by DDCI, to Secretaries McNamara, Vance, and Rusk and to McGeorge Bundy. on Soviet ground forces. At DDCI inquiry, Abbot Smith explained the work done by USIB reps to resolve issues connected with two Estimates coming before USIB this week -- one on the program and the other DD/S noted Ambassador Lodge's cable to which recom- mended increased benefits for employees and epen ents in the Vietnam area. Houston reported that Warner and de Silva are seeing Congressman and the possibility that Congressman Moss may be asking questions about certain aspects of the Agency's role in this. Tracy Barnes is ensuring that the record is up to date. Houston was advised to have a memo available for DDCI and DCI in the event of a future query. Hardy today. Houston referred to an old case involving DDCI noted that he had met with Congressman Zablocki yesterday. DD/S&T reported that the U-2 missions succeeded as expected, in covering 11 of 12 ChiCom ports. DD/S&T noted that the Space Intelligence Panel, chaired by Ramo, will be here on 28 October. It will assess and comment on the ONE memo looking into the question as to whether the Soviets are in com- petition with the U. S. Apollo program. DD/S&T noted that John Foster, the new DD/R&E in DOD, will be coming out today for the first of seven briefings to be given him on the Agency and the community. It was agreed that top-flight briefings should be given to Foster. DD/S&T noted the recent memo from Pat Coyne relaying General Taylor's request for a study of disarmament proposals based on assumptions that intelligence can guarantee against surprises. DDCI relayed DCI's desire that briefings of Clifford and Coyne emphasize the intelligence capacity of various Agency-sponsored teams in Vietnam. 1.
