DCI was at a meeting at NASA. R. J. Smith briefed on the planned visit by Gromyko to Cuba. This will be the first visit by a Soviet high-level official since ` January 1964. , Borel reported that the Senior Seminar will pay its annual visit to the Agency on or about 15 November. It was agreed that arrangements will be made for senior Agency officers to meet with the Seminar. Kent reported that v/ill not be able to report for duty with the Board of National Estimates until 1 February or later. Bross reported that following recent discussions between the DCI and Clark Clifford, the annual report on Agency developments will be given in two copies to Pat Coyne for the PFIAB, It was agreed to follow last year's practice in giving a copy to McGedrge Bundy. DDCI asked that the Bundy copy be given to Peter Jessup for Yiandling. One in particular was highly successful, flying for 5 hours and 10 minutes, three hours of which was in excess of Mach 3; altitude was 81, 500 feet; all systems worked well, Executive Director said that the 18 October meeting of the Financial and Budget Policy Committee will be held in the DCI Conference Room, Deputies are asked to bring their planning officers. The subject for discussion is long-range planning as it relates to the new budget and programming system recommended by the Administration. DDCI reported that the DCI will be attending The Business Council in Hot Springs. He will leave Washington this evening and return Saturday morning.
