R. J. Smith briefed on the status of U. S.. aid to India and Smith also reported on the Indonesian situation. Borel reported on a preliminary meeting yesterday with handling in the intelligence community. who is heading up a panel to look into information possible SNIE dealing with reactions to possible U. S. courses of action in India and Pakistan. will meet with the DCI to dis- cuss the terms. reported completion of terms of reference for a DD/S reported on word from the FBI yesterday concerning a complaint from a man in Montreal who says he is being harassed by the Agency and intends to blow up the Headquarters Building. Houston noted that the House may adjourn the end of this week.' This probably means that a meeting with the House Sub- committee is out. Arrangements will be made to get together with Representative Rivers upon his return from Southeast Asia on 18 October. Houston reported the possibility of a meeting with Representa- tive Mahon this week. Mahon has not signed the appropriations letter pending advice from Senator Russell. S. Bross I will complete and forward soon a report on the community's effort against the China problem. Bross reported on a conversation with Bill Thomas of BOB yesterday, Thomas would like to have copies of USIB minutes. It was agreed that this is not desirable but it was also agreed that it would be helpful to the DCI and to BOB to develop machinery within the USIB Secretariat which would provide for the DCI to inform BOB in writing of USIB decisions affecting allocation of resources. The DCI has been invited to attend a final review on 19 October. DCI asked about the status of the effort to arrange a nation- wide recruitment campaign for additional photo interpreters. He was reminded on 20 October. The DCI suggested using military organizations in military districts of the U. S. to gain military support in recruitment.
