MEMORANDUM FOR THE RECORD
Morning Meeting of 7 October 19b5
DD/I noted completion of SOP~s for the CIA Operations Center.
DCI advised that senior officials should be generally familiar with these
SOP~s and he also suggested that DD/I ensure a rotation program which
would expose DD/I analysts to work in the Operations Center.

In answer to DCI inquiry, Houston reported on the current status
of efforts to drum up new meetings with our Congressional subcommittees.
No dates have yet been set. At DDCI inquiry, Houston said that no
senator yet has signed the letter on the CIA budget.
Parrott reported on his discussions with General Taylor yesterday
on ways and means of improving CIA briefings of the PFIAB and its
panels. (See Action 3)

DDCI reported on a chat with Tom Hughes yesterday. Secretary
Rusk has been in contact with Sulzberger on the New York Times' plan
to do a story on CIA, Hughes also reported that the Secretary made an
eloquent defense of the Agency in a session with UPI editors recently.
Hughes will send us a transcript of the Secretary's remarks when it is
available. DDCI said he plans to meet again with Hughes. to follow up

on the New York Times matter early next week. In this connection,
ADDP noted a report that AP, at Least in the appears to be 25X1
working up a similar story on the Agency.
ACTIONS:
1. DCI wants to make certain that word about Lunik VII is passed
to Webb at NASA, (DD/I -- in the course of the day)
3. DCI asks follow-up to ensure that General Taylor and Gordon
Gray are invited to the Agency for full discussions and briefings as often
