Approved For Release 2009/04/10: CIA-RDP80B01676R001500060203-3 , 30 September 1965 MEMORANDUM FOR THE RECORD Morning Meeting of 30 September 1965 DDI sought and got approval to distribute the OCI memo on the which was issued yesterday and tabled at the White House+ meeting with the President. DDI tabled a memo on Soviet Military Aid to the Less Developed Countries. R. J.. Smith reported on the situation which he characterized as bad and as showing prospects of renewed and intensified fighting. Kent reported that the memo recently requested by the DCI setting forth pros and cons of resuming aid to ill be completed 25X1 later today. Kent reported receipt of the State intelligence dissent to the recent SNIE on reactions to a US undertaking of an anti-missile defense program. After this is seen by the DCI, the SNIE and the dissent will be published and circulated. At DCI inquiry, de Silva explained that there are five different technical approaches currently under way in a,ieffort to achieve the objectives of identifying Viet Cong members. fiyu. ~At:u. Houston and had given the briefing and the 25X1 Senator was satisfied. Houston reported that Senator Ted Kennedy who is going to Vietnam soon will come to Headquarters tomorrow afternoon for briefings. Houston said that Congressman Reid has invited DCI to attend a luncheon with members of a group of Reid's Congressional associates who meet socially periodically. DCI asked that such meetings or get-togethers with Congressional groups which are not committees be discouraged since there can not be adequate security control and because this might cut across our close ties with special Congressional committees. Parrott for Bross reported completion of the annual report of DCI coordination of the community yesterday for the PFIAB. It will come forward for DCI signature this morning. DDS&T reported yesterday's cancellation of the~ launch. It is scheduled for this afternoon. DDP reported completion of a brief description of Agency covert activities around the world. This is in response to Senator Russell's recent request for more information on this subject. Work is under way to complete detailed annexes to the brief descriptions. DCI believed it would be best to make selections from this list for 15 to 20 minute presentation at the next meeting with Senator Russell's subcommittee. DDCI reported that the New York Times is at work preparing a major article on CIA. It has been determined that the Agency will not contribute.
