MEMORANDUM FOR THE RECORD
Morning Meeting of 28 September 1965
25X1 of OCI gave a background briefing on Indonesia.
R. J. Smith for DDI reported on arrangements for the Conference
here tomorrow on Southeast Asia from 2:30 to 4:30. The Vice President
will attend.
25X1 Smith noted the report from concerning alleged 25X1

deSilva reported a request from this morning. SecDef
25X1 asked for information concerning 25X1
Vietnam. deSilva is arranging to supply the information. Smith noted that
25X1 had conferred at length with DDI officers yesterday to work out
,support arrangements. DCI reminded of the need to provide with 25X1
a secure telephone.
IG reported on a recent rash of complaints received by his office
from Agency employees. Most are minor.
Houston reported that ill meet with a representative of 25X1
the House Appropriations Subcommittee today in an effort to straighten out
confusion resulting from recent CIA and USIA statements before the Committee.
Bross reported on a talk he had yesterday with Coyne. Three PFIAB
panels are being set up and will be receiving briefings this week. Murphy,
Taylor, and Gray are the members of the panels. The panels will deal with
25X1 political action, and counterintelligence.
Bross reported that Coyne had asked if Admiral Sides could be
given a briefing on NRO facilities including OXCART and 25X1
25X1 DCI concurred.
Chamberlain for DDS&T reported that Wheelon this morning is
meeting.in Hornig's office to discuss geodetics satellites, a subject which is
apparently in dispute between NASA and DOD.

Chamberlain reported that the first bucket of the latest CORONA
mission was recovered successful) esterday. 25X1
25X1 He reported that Far Eastern
weather is bad and that there was no U-2 coverage yesterday of Cuba or
Vietnam.
Chamberlain tabled pictures acquired by the U.S. Navy and the
25X1 of the Soviet nuclear N-class submarine. The pictures
were described as the best yet obtained.

DDP gave DCI a memo describing the recent meeting with
DDP said that a plan on A enc work to arrange files and fingerprint
25X1 records on will be ready for submission by the
end of this week.
DDP noted the Associated Press wire story on Soviet disinformation.
He also noted that a study is in process on the manner in which the Soviet
disinformation service uses material found in U.S. publications.
Executive Director reported that the National Interdepartmental
Seminar will spend the day tomorrow in the Agency and will be briefed by a
number of our officers.
ACTIONS
1. DCI reaffirmed the need to make sspecific recommendations for
improved SIGINT and photographic coverage The specifics are to be 25X1
provided to PFIAB members in an effort to enlist their help in bringing about
