Kent reported the view that the SNIE passed yesterday by USIB remains valid

Kent reported that a draft of the SNIE requested by Secretary McNamara
on Vietnam has been completed. The reps will meet today. A paper should be
ready tomorrow. USIB will meet Monday at 0900.

alternatives to U. S. intelligence collection An intelligence 25X1
team of experts will be required to consult with Ambassador 25X1
at the Ambassador's request. This will be discussed at the SIGINT Committee
today. DCI concurred with the suggestion that a Community team under CIA
leadership be assembled for this task and he advised coordination and consul-
tation with State Department.

Houston noted the conflict between the scheduled USIB meeting Monday
and a 10:00 session with the Mahon Subcommittee to discuss budgetary aspects
of our request for supplemental appropriations. (See Action 2)
Bross and DDS&T reported on the current status of NRO matters. It
was noted that the current period is an awkward one. McMillan remains in
charge until'l October and neither Flax nor Reber can implement their views
now. (See Action 3)

Bross discussed next week's meeting with the PFIAB. There was
agreement on the action offices to be named to prelare the agenda topics.
The DCI asked for briefing materials on subjects to be covered by each of
the 13 Board panels. It was noted that Clifford's letter about the agenda
invited the DCI only to the Board's meetings with Agency officers. The
DCI said he had discussed this with Clifford and had made a formal request
that he sit in on all briefings by Government intelligence agencies. Clifford
and the Board have this under consideration.
DDS&T tabled an OSI memo on the Soviet Mandrake aircraft which is
their equivalent of our U-2.

DDS&T reported that he will have ready today, as previously requested
by DCI, letters of invitation to consultants on space matters. Their clear-
ances are being checked before sending the letters to DCI for signature.
DDS&T r don the status of efforts to get clearance for U-2 flights
to Bundy has discussed this with Secretary Rusk and
Bundy apparently intends to take it up with Higher Authority today. There
was an inconclusive discussion as to
DDP reported that a look at the article on the CIA prepared for the
Sunday edition of the London Times shows it to be a highly "ignorant" and
unfavorable article. The Embassy has returned the. piece with "no comment"
ACTIONS
1. At the Morning Meeting on Monday, 20 September, which will be held
at 0800, DCI requested a background briefing (DDI)
2. OGC is requested to try to rearrange the 20 September meeting with
the Mahon Subcommittee to 10:30 rather than 10:00. Appropriate view graphs
and other interesting displays are to be prepared for the presentation.
Budgetary figures are to be equated directly and meaningfully with our pro-
posed programs. (OGC in collaboration with DDP and BPAM)

3. D/DCI/NIPE is requested to discuss with Secretary Vance our view
that there will be need to review jointly with him any initiatives taken by
D/NRO McMillan before the latter's departure on 1 October,.
