There was agreement on the action offices to be named to prelare the agenda topics. The DCI asked for briefing materials on subjects to be covered by each of the 13 Board panels. It was noted that Clifford's letter about the agenda invited the DCI only to the Board's meetings with Agency officers. The DCI said he had discussed this with Clifford and had made a formal request that he sit in on all briefings by Government intelligence agencies.
