Approved For Release 2009/04/10 CIA-RDP80B01676R001500060212-7 16 September 1965 MEMORANDUM FOR THE RECORD Morning Meeting of 16 September 1965 of ONE gave a background briefing on Korea. DDP noted that the London Sunday Times is planning an article for next Sunday on the CIA. The advanced text will be looked at by an Embassy officer and actions, if any, will be the responsibility of Ambassador Bruce. After a discussion of the pros and cons of meeting this request, it was agreed that the issue would be given further study before taking action. DDI reported on a chat with General Goodpaster who says that there is no chance of a U. S. shootdown of any transport or VIP aircraft in North Vietnam, U. S. pilots are under instructions to engage only hostile combat aircraft. DDI reported that the joint CIA-DIA assessment of bomb damage in NVN was scheduled for submission by DIA to SecDef yesterday. DDI reported that the President or a White House spokesman will make a statement some time next week on the Panama Canal negotiations which have been kept quite secret. It was agreed that a background briefing on Panama and the Canal will be given at the morning meeting in the next few days. DCI reminded him to keep his staff in direct and frequent contact with each other and to deal regularly and daily with Chief, FE Division. Kent reported on additions made by the reps yesterday on the ChiCom SNIE which will be discussed at USIB this morning. Jack Smith briefed on the worsening situation in Colombia and, at DCI inquiry, explained that there was nothing new on the status of Chinese forces in the Indo-Pakistani area. Executive Director reported that General Spivey's briefing on the JCS study of the implications of a French request for withdrawal of U. S. forces would take place here at 2 p.m. today. -Executive Director noted that the Joint War Games Agency has asked for three CIA officers to participate in a Game next month to examine problems between 1965 and 1970, with emphasis on Executive Director noted that~ office has copies of the trans- cript of the NBC 7 September program entitled "White Paper on U. S. Foreign Policy. " Executive Director noted that some 16 young Government officers will participate in a White House Fellows program and will be briefed by various agencies. It was agreed that we would brief them off the record at a dinner session sometime late next month.
