MEMORANDUM FOR THE RECORD 9 September 1965 25X1 Morning Meeting of 9 September 1965 was done at the request of the White House Staff . Approved For Release 2009/04/10: CIA-RDP80B01676R001500060217-8 OCI gave - a background briefing on Sudan. DDI explained that the highlighting in last night's President's Daily Brief DDI tabled a memo being distributed today on the organization and objectives of the NLFSVN. (See Action 1) DDI tabled a CIA study on the faltering growth rate of the Soviet economy. He referred to a memo disseminated yesterday assessing recent ChiCom statements and pressures on India. The memo was requested by the White House Staff. DDI referred to the visitation here toda a friend of the DCI who would like to see i it could be arranged. R. J. Smith noted a flash report that ears to be concen- trating troops for unknown purposes Smith referred to this morning's CIB item about reports of a top level reshuffle in Moscow and noted that our analysts believe such a reshuffle is likely in the near future. Smith reported on yesterday's Watch Committee meeting which dealt DCI urged that this subject be studied continuously and carefully. in detail It was agreed that Houston would proceed to line up appointments for 25X1 the DCI to meet with Senators Lausche, Hickenlooper, and Russell as soon as convenient for discussions of the Consular Convention. 25X1 Approved For Release 2009/04/10: CIA-RDP80B01676R001500060217-8 Approved For Release 2009/04/10: CIA-RDP80B01676R001500060217-8 25X1 %no Bross reported that ~ yesterday had briefed Pat Coyne on Coyne believes the Board will want to be briefed on this at its forthcoming meeting on 23-24 September. Coyne believes the Board will want to know what steps have been taken to forestall repetition of such incidents and it was agreed that this will provide the Agency with an oppor- tunity to brief the Board on operational matters. Coyne reports that the Board's agenda will likely also include a discussion of what more might be done in intelligence operations against the Soviets there. (See Action 4) DDS&T tabled a copy of a memo sent to Charles Johnson of the White House Staff in answer to his request for an assessment of the recent Soviet statement about their ssellite collection of .radiation data re U. S. testing. DDS&T reported that the major components of the new IBM 360 "central processing" computer is being checked out here. Certain security problems in connection with such a computer have been resolved. DDS&T noted that there had been useful and constructive conversations yesterday and General Stewart who are seeking sug- gestions on improvements in the NRO. DNRO Flax is here today for discussions with DDS&T. DDS&T is urging a restructuring of the NRO Staff to emphasize planning and coordination aspects. DDS&T will brief the JCS 13 September on the status of OXCART. DDP noted and commended plans to assign George Lodge and Henry Kissinger to Ambassador Lodge's staff in Saigon. The junior Lodge will con- centrate on community development programs and Kissinger will study the subject of negotiations and the objectives of same. DDP noted that Bundy at the 303 meeting today wants to discuss future press handling (See Action 7) 1. DCI wants copies of the DDI memo on the NLFSVN so that he may make a personal distribution of these to SecState, McGeorge Bundy, and Sec Def. (DDI in the course of the day) 2. DCI asked DDI to expedite arrangements for organizing consultant panels of soft science experts, to pursue this program aggressively, and to make periodic status reports. 25X1 25X1 3. DCI directed that an ap propriate m ap or chart 25X1 be posted in the Confe re nce Room. 4. In response to Bross ' query about age nda suggestio ns for the forth- coming PFIAB meeting, DCI requested preparation of a world situation review. This can be arranged through at Coyne. DCI also asked that the work and results Bross with their recommendations for other agenda topics. (D/DCI/NIPE in consultation with other components) be added to the agenda and he urged all hands to provide 5. DCI asked that DDS&T expedite preparation of letters to establish which would be useful in analyzing Soviet efforts in man-to -the -moon programs as compared to Apollo, this assessment having been requested recently by Webb of NASA. (DDS&T -- 15 September) 7. DCI stated his view that it is essential that Agency officers not commit the Agency officially or represent official CIA views in dialogues with other agencies unless appropriate approval has been obtained from an appro- priate level within the Agency.
