MEMORANDUM FOR THE RECORD
Morning Meeting of 8 September 1965
problems
of OCI gave a background briefing on defense policy and 25X1
DDI tabled a copy of the annual study in depth done on Communist
Bloc merchant shipping. DDI noted that Maxwell Taylor would be coming to
the Agency today at Taylor's request to get informal briefings on a variety
of subjects.
DDS referred to a new law which will permit Federal salary checks -
to be sent direct to banks of an employee's choice. Office of Finance is
working on procedures to handle this.
deSilva noted that the team is returning from Vietnam. DCI
stated that the performance o t is team in his view was shoddy and their
efforts too He asked that the team be so informed, and that in future
Headquarters.
At DCI inquiry, deSilva said that the
has been assigned to the Vie nam Task Force and is
expected on duty today.
IG referred to the case of an employee whose complaints were be -
lied by a complete record. of his shortcomings. This led to a discussion of
fitness reporting procedures. (See Action Item 1)
Warner reported that he and Colby had met with Bill Bundy yesterday
prior to Bundy's appearance today before the Zablocki subcommittee. Bundy
will deal with the affair in general terms. Any specifics he will
refer to the CIA. This, said Warner, will put an end to the matter since
Zablocki has already been informed by us of the details.
Bross reported Pat Coyne, per a request from Clark Clifford, has 25X1
requested a briefing on the ]affair. will do the briefing. 25X1
Bross reported that the proposed Presidential letter reaffirming the
DCI's coordination authority is now with McGeorge Bundy, Clark Clifford
having proposed a "slight amendment. "

ACTIONS
1. DCI wants to be shown Fitness Report forms. He plans to take
a hard look at our procedures. (DDS in the course of the day)
2. DCI noted that J. Edgar Hoover yesterday told him he will send
DCI a letter which will state that the intelligence aspect of the Consular
Convention is a matter which he, Hoover, defers to the DCI. This letter is
to be shown to Senators Fulbright and Russell and to Marv Watson at the
White House. Warner is to proceed to make appointments for the DCI to
meet with Senators Lausche and Hickenlooper to discuss the Convention.
