MEMORANDUM FOR THE RECORD
Morning Meeting of 7 September 1965
pf OCI gave a background briefing on India, Pakistan, and
DDI explained that as a result of Secretary McNamara's displeasure
over a recent DIA memorandum on the effects of U. S. air strikes against
North Vietnam, it had been agreed to do a CIA -DIA joint study based on
more sophisticated analysis. ORR has given DIA a contribution on the econ-
omic effects of the strikes. A copy of this contribution was given to DCI.

situation. He tabled a memorandum on the implications of the fighting in
the Punjab, and he noted that work is underway on a memo on Chinese Com-
munist capabilities and intentions. He noted in this respect an official

DDS noted that the body of one of the crew aboard a helicopter
recently lost in the Mekong River area had been recovered. The body of

Warner noted that the recent spate of press articles concerning CIA
have resulted in three more resolutions for a joint committee. This brings
the total for this session to about 10 -- half of the usual number. (See
Action 1)
Bross noted that John Burns has been named Ambassador to
Tanzania, replacing Leon Hart.
At DCI inquiry, Bross and Wheelon described progress being made
in NRO matters. Flax has assured that he wants to be a true 25X1
Deputy. will be calling on Agency officials to get help in formulating
recommendations for improving the organization and staffing at NRO. DCI
directed that all possible help be given to in this task.

reconnaissance of Chinese areas near India and Pakistan. Consensus was
that the most likely eventual need for coverage was in the NEFA area

DDS&T on operational aspects and will confer with Bundy, Vance, and Rusk
before making the decision to deploy.

requested Loran radio charts, DCI asked to be advised of the status of the
request and wants General Carroll informed with the suggestion that the

4. Upon being told of a recent OSI memorandum on the Soviet
cruise missile program, DCI wants to see this memorandum and to be given
copies which he can disseminate to top officials in the Navy. (DDS&T --
