SI'` M r:yf Approved For Release 2009/04/10: CIA-RDP80B01676R001500060219-6 7 September 1965 MEMORANDUM FOR THE RECORD Morning Meeting of 7 September 1965 pf OCI gave a background briefing on India, Pakistan, and DDI explained that as a result of Secretary McNamara's displeasure over a recent DIA memorandum on the effects of U. S. air strikes against North Vietnam, it had been agreed to do a CIA -DIA joint study based on more sophisticated analysis. ORR has given DIA a contribution on the econ- omic effects of the strikes. A copy of this contribution was given to DCI. briefed on the latest word concerning the India-Pakistan situation. He tabled a memorandum on the implications of the fighting in the Punjab, and he noted that work is underway on a memo on Chinese Com- munist capabilities and intentions. He noted in this respect an official ChiCom Government statement this morning blaming India for aggression. also briefed on reports of the besieged U. S. Consulate in Surabaya. DDS noted that the body of one of the crew aboard a helicopter recently lost in the Mekong River area had been recovered. The body of the other crew man and the plane had still not been found. DDS reported on steps taken to improve communications, including additional Commo personnel DDS reported that the DDS budget presentation for the DCI would take place immediately following the meeting and all hands were invited. deSilva reported on further discouraging word of in Vietnam.
