In this connection,25X1 the DCI noted a call he had received from McGeorge Bundy this morning in which the latter asked that a check be made within the Agency to ascertain There was a briefing on the Congo (Brazzaville) by Cline tabled a paper on desertions in SVN. The DCI will take copies of this to his meeting with the JCS this afternoon. Cline noted that the were going to discuss a memorandum today which proposed nego- tiations to end the confrontation with He tabled two reports from ORR, one on seaborne infiltration into SVN, and the other on shipping to Cuba. The DCI will also take these memoranda to his JCS meeting. R. Jack Smith noted that the most serious development which could occur as a result of the current fighting in Kashmir would be the eruption of communal riots in India and Pakistan?
