MEMORANDUM FOR THE RECORD
Morning Meeting of 1 September 1965
of OCI provided a background briefing on Ghana.
DDI displayed map brochures covering Southeast Asia in response to
an earlier DCI request. There was a discussion of the distribution to be
given these brochures. The DCI said he would give copies to the President.
R. J. Smith noted that NPIC had uncovered a fully equipped and
operational SAM site at the new air base at Ningming in Southwest China.
R. J. Smith noted that a major clash between the Indians and Pakistanis
may be in the offing in Kashmir. Pakistani tanks moved in this morning.
DDP noted his concern that the ChiComs may stir up trouble 25X1

At DCI request, deSilva noted that there was nothing new in on
in Vietnam.
Warner noted that no Congressional meetings are on the horizon
since most of the principals are tied up on other legislature matters.
Warner and DDP reported on the meeting yesterday with Senator Dodd on
Congo matters.
Bross noted that he and deSilva would meet with Secretary Vance
tomorrow to discuss various aspects of the Vietnam situation including
the Agency's role there. Bross invited suggestions for topics which
might be raised with Vance at this meeting. The DCI suggested he refer
to 0 accession to the DD/NRO position, and the Executive Director
suggested that Vance be alerted to the forthcoming BOB letter to the DCI
and SecDef asking for a joint assessment of the photographic interpretation
effort.
DDS&T noted that a civilian, ~ has for the first time been named25X1
to head the production component at NSA. It was also noted that is 25X1
highly acceptable to this Agency in this post.
DDS&T referred to a Soviet movie on missiles which has just been
released and which has provided us with the first photograph of the SS-6,
the workhorse of the Soviet space program.
DDS&T noted the Soviet announcement that their Cosmos satellites
have monitored U. S. nuclear tests. It was noted that we have long known
that this was being done.
Executive Director noted that the long range plan for CIA was com-
pleted yesterday and delivered by Kirkpatrick to the DCI. He suggested
that all hands read the plan and comment as appropriate. (See Action 2)

with various officers in the Agency beginning in October, and asked that
all Deputies and other top officials arrange to have personal sessions
with the BOB analysts. (All)
