R. Jack Smith noted the preinary read-out of the last KH-4 mission which revealed a dual HEN HOUSE met up on the Kola peninsula. Bannerman reported that arrangements had been made with a 25X1 25X1 Earznan noted the CIB item on Friday which included references to the conscription program in South Vietnam. He made the point that this might become a policy matter in the USC. The DCI agreed and noted that this should be watched carefully and should the problem intensify in South Vietnam, a memorandum might be prepared to pass to the White House. In rdsponse to a question from the DCI, the Executive Director noted that he had the DDI memorandum on Recommendations for R & D and NPIC which he would discuss with the Director today. The DCI noted that he will be briefing a few Senators this g on the proposed Consular Convention with the USSR. He invited John Warner to accompany hUn. The Executive Director noted a statemcnt by Senator Young of Ohio'in the Congressional Record which reported that Agency personnel abroad tended to live ostentatiously. The DCI noted the incident over the weekend in which a employee was interrogated by Soviet authorities and was being flown back today. He exhorted DCI Duty Officers to be alert to such developments and he expressed concern that the flow of information on weekends to O/DCI is not quick enough. ACTIONS: 1. The DCI noted that Mahon wants another briefing on the supplemental and he requested that he be furnished with the same material that he used for President Eisenhower to expand on the Agency's role in Southeast Asia. (DDP) 2. The DCI requested that Ray Cline follow up today on the author of the recentF---] report on NPIC. (DDI) 3. The DCI requested that John Earman contact Senator Young to ascertain the specifics on the reported case in the Congressional Record. In connection with the general topic of Agency personnel ostentatiousness abroad, the DCI would like to see in detail how this matter is covered in briefing personnel prior to their departure and how this matter is checked out with the US Ambassadors.
