The DCI asked what distribution had been made of this memo but was given no specific response. (See Action Item 2) n Kent noted that memos to holders on 11.4 and 11-5 are ready and suggested that the DCI set aside about 1/2 hour for a detailed briefing oviet military budget matters. The DCI does not wish to go into these The DCI initiated a discussion of the Agency budget briefings for himself. Executive Director responded that by 30 August, detailed dollar presentations would be ready, but that the broader aspects were ready for DCI at any time. The DCI indicated that he would begin these broader sessions afternoon. noted that General Carroll will be coming over at 10:00 for a discussion of the requirement and is seeking a general statement from TJSIB to support the program. The DCI said that he will handle this matter with General Carroll personally and seek to keep USIB out of this until the detailed COMOR study is ready in about a month. DDS noted receipt of two letters from Marvin Watson in the White House which had been initiated by a subcommittee of the Warren Commission. Appropriate responses are being prepared and consultation with the FBI is underway, Peer deSilva informed the DCI that a memo on the status of his Staff would be available today. Executive Director distributed a draft regulation concerning after. hours briefing calls from the Watch Office. He requested that those present read and forward any comments to R.
