The DCI noted there would be no external distribution of the latest
memo concerning the SAM liter. in North Vietnam.

n Kent noted that memos to holders on 11.4 and 11-5 are ready
and suggested that the DCI set aside about 1/2 hour for a detailed briefing

presentations would be ready, but that the broader aspects were ready for

a discussion of the requirement and is seeking a general
statement from TJSIB to support the program. The DCI said that he will
handle this matter with General Carroll personally and seek to keep USIB
out of this until the detailed COMOR study is ready in about a month.
DDS noted receipt of two letters from Marvin Watson in the White
House which had been initiated by a subcommittee of the Warren Commission.
Appropriate responses are being prepared and consultation with the FBI is
underway,
Peer deSilva informed the DCI that a memo on the status of his Staff
would be available today.

John Warner noted that the Mahon briefing will have to be rescheduled
some time this week. He also reported that Messrs. Wheelon and Lockett
will be briefing on the Hill today on the Soviet space program.
IDS&T requested some time soon to talk to the DCI
Executive Director recommended that those present road the new
regulation on Agency relations with public information media personnel.

forwarding the memo on transportation situation in North Vietnam to be
forwarded to the Joint Chiefs. (DDI)
4. Executive Director distributed a draft regulation concerning after.
hours briefing calls from the Watch Office. He requested that those present
read and forward any comments to R. Jack Smith by noon 3 August.
