MORANDUM FOR THE RECORD
Morning Moetina of 22 July 1965,

There, was a discussion of the current SNIE on Vietnam. Kent
noted that DIA desires to expand the text to take account of reaction to
interdiction of key supply routes in NVN. It was agreed that when the
preparation of the SNIE is complete, including dissents. the procedure
will be to clear the SNIE by phone as there will be no USIB meeting.
DDI tabled a weekly_report on trends and highlights of
Communist statements on Vietnam.
DDI noted publication of a memo, previously requested by DCI,
recapping French experience in Indochina in comparison with the current
situation there.
DDI also noted publication of an Agency study on the ChiCom air,
craft industry which is on the verge of production of jet fighters and
bombers.
DDS referred to a BOB circular and a Public Law concerning health
programs in Government agencies. Ours is a highly advanced program and
servos as a model for other civilian agencies.
There was a discussion of the Vietnam situation. DCI referred to
the need to develop plane, not only for South Vietnam but Southeast Asia
an a whole, to improve intelligence collection and other operations.
deSilva is at work on aspects of this. It wns pointed out that the, DDP has
already outlined such a plan in conjunction with the need for supplemental
funds and people in SEA, and the DCI will be briefed on this this morning.
DCI wants to be in a position to recommend to the President and Ambas
eador Lodge, and our planning is not to be inhibited by the prerogatives
of other U.S agencies.
Houston sought and got approval to update Senators Anderson, Smith,
and Symington of the Senate Space Committee and will arrange an appropriate
briefing. Houston noted completion of the memorandum for the record on

the DCI's appearance before the Senate Foreign Relations Committee and
has prepared a letter for DCI's signature to Chairman Fuibright. At DCI
inquiry, Houston explained that all aftermath actions have been completed
except for providing Senator Mundt with a memo on our training programs

DDCI explained that per instructions by higher authority, there will
be no memos for the record circulated by him or DCI on the current White
House meetings on Vietnam.

DCt noted that the current economy drive and budget exercises are
very real. H. suggested that our budget work and planning should be
undertaken by all hands as though there were no money and no program-
ming and a fresh start be made to develop absolutely essential programs, all
of which will need to be thoroughly justified.
ACTLONS
1. DCI asked IDDI to prepare a brief paper as soon as possible
highlighting the value of U. S. interdiction of supply lines North of Hanoi
(including maritime supply operations) as compared with the greater
difficulties of interdicting the supplies after they have reached Hanoi and
begun movement to the South.
2. ICI asked Houston to do all possible to ensure that Senators
Fulbright and Morse have read the CIA memo on the history of Communism
in the DR.
