The Soviets have asked him to build a factory there. Q, has suggested that 25X1 call on CIA. DG1 agreed to meet and then turn him over to DDI 25X1 for debriefing. DDI tabled the monthly report on shipping to North Vietnam. Ship- ping is back up to average levels but remains relatively small. DDI said he had developed plans for updating the PFIAB on the. Sine-Soviet split and wants to discuss these plans with DCI for guidance. referred to an Oct memo requested by State assessing benefits accruing from the agreement. It was 25X1 noted that the agreement provides us with a bonus effect of being able to keep tabs on travel to and from 25X1 Kent noted that the two I Iwho conducted 25X1 interviews of the Viet Cong recently are here this morning being debriefed. It was noted that the Vietnam Task Force is assessing the study at 25X1 Ambassador Taylor's request. DDS noted that the current shipping strike along the astern and Gulf coasts has effected Government transport and foreign flag shipping is now authorized. DCI reported that Secretary Vance is sending a paper to CIA outlining a course of action in Vietnam on which Agency comments are requested iwkse Secretary McNamara's return. DCI wants to be posted on the results of the Kosygin -Harriman rview. (DDI) 2. For background prior to the Monday meetin wi the Senate Foreign Relations Committee on the DCI would like to know more about current press stories alleging Governor Stevenson's dissatisfaction with policy. (DDI) 3. Also for the Monday meeting on the Hill, DCI wants a resume of the Agency's reporting record on Dominican instability and actions related thereto prior to the eruption of disorders. The paper should make the point that similar developments could occur in any of several 'tin American countries and examples should be cited, (DAI and DD?) 4. In order to make the record clear and to remind of the existence of an SA-Z threat against U-2 reconnaissance over Cuba, the President's Daily Brief is to include an item recapping SA -Z developments in Cuba .and the subject is to be raised at the USIB meeting this morning. (DDI) S. DCI wants to be informed of the background of the current shipping strike and of the issues involved. (DDS) 6. Noting that there. is some possibility that Community budget matters may come up at the scheduled 23 July DCI meeting with BOB Director Schultze, DCI directed that Community figures be pulled to- gether and be available. Noting the rise in military expenditures in Southeast Asia and the likelihood of DOD requests for supplemental funds, DCI directed that a case be made, justification provided, and programs developed for increasing CIA forces and roles and programs concerning USSR, China, and 5A. This is to be done prior to the 23 July meeting and there will be a need to identify for BOB and the 303 Committee precis ly the nature of "lower priorit 11fi'programs so that each will know what will be lost if they are eliminated.
