ion is becoming serious, that the O/DDI has been in touch with
DD/P and State Department, and that is the most likely re-
location point. The Director acknowledged his concern and stated
we should hang on at only so long as it is rational to do so.
The Director stated he wishes to receive his briefing for the
Rivers Committee this afternoon and Godfrey said that it would be
ready. Warner gave the Director a copy of the agenda for this
meeting and the Director decided to have Bill Colby accompany him
to cover the subjects of Laos, Thailand, and Vietnam.
Godfrey discussed the possibility of civil war breaking out in
Nigeria.
Carver said that, as a result of specific requests, he would
have the necessary changes made to permit a Montagnard study to be
disseminated as an Agency publication.
Earman noted that I (will be at Headquarters on
Monday to begin the survey of Agency proprietaries.

reported that the PFIAB briefings have gone well.
A-DD/S&T outlined a proposal for the dissemination to the
intelligence. There were no
objections and the Director agreed to the proposal.
DD/P noted two State cables from Africa and one from London.
Executive Director mentioned that he and~will be on 25X1
the Hill this afternoon to discuss the Agency's legislative package
with Darden.
said that Rufus Taylor will probably be confirmed on
Thursday, 6 October.
The Director noted that the USSR is continuing to put out an
unusual amount of propaganda about the Agency. He mentioned
items concerning the expulsion of Lesch and Riegg from the USSR.
The DD/P responded that neither was connected with the Agency.
The Director reported on yesterday's 303 meeting. He said
that the problem of disseminating 303 papers to the Bureau of the
Budget will be decided case by case.
The Director reported on his meeting with PFIAB and said
that he had left with the Board a copy of his presentation on intel-
ligence gaps.
