Morning Meeting of 26 September 1966
ADD/I reported that Task Force weekly report was
negative. He noted, however, the arrival in North Vietnam of two
heavy Soviet transport aircraft, bringing to seven the number of such

DD/S warned that some publicity could result from an FBI in-
vestigation involving a GSA disposal officer who had apparently been
stealing materiel under the cover of assigning it to Agency installa-
tions. He reported that a broken water pipe in South Building had
been repaired and that there was little, if any, apparent damage.
Earman noted that the first female inspector would report for
duty in the IG's office this morning.

for breakfast tomorrow morning. He said that he had discussed the

The Director initiated a discussion on the recently published ONE
memorandum, The China Tangle, and felt that the continuance of such
speculation would prove helpful in arriving at an interpretation.
The Director initiated a discussion on the introduction of Soviet
arms and materiel into the war in Vietnam and was assured that this
subject was receiving daily attention.
