He reported that a broken water pipe in South Building had been repaired and that there was little, if any, apparent damage. Earman noted that the first female inspector would report for duty in the IG's office this morning. reminded that Senator Montoya will be at Headquarters for breakfast tomorrow morning. He said that he had discussed the ground rules for an informal briefing by at 10:3 0 a. m. today. ::]said that Houston had asked him to report that the Justice Department will argue to squash a move by the defense counsel in the case to subpoena a CIA witness. In reply to a question from the Director, 0 said that the staff of the Senate Appropriations Com- mittee had considered last week's budget presentations to be excellent, particularly in their depth. A-DD/S&T reported that the CIA team has returned from and that the negotiations had gone well. With regard to remaining ques- tions on these negotiations, the Director asked particularly that OGC and the State Department be consulted on a continuing basis. In reply to a quest on the Director was assured that the CIA officer in charge in is duly competent. A-DD/S&T noted the receipt of a talking paper on on the Secretary of State's meetings with Gromyko and said that no response is required. Executive Director discussed the recommendations from the Office of the Secretary of Defense concerning a proposed reorganization of the command and forces engaged in pacification in South Vietnam. The Director asked ~ to supply Goodwin with the statement made by Senator Symington on the floor in which he had denied any Agency connection with the case. The Director initiated a discussion on the introduction of Soviet arms and materiel into the war in Vietnam and was assured that this subject was receiving daily attention.
