MEMORANDUM FOR THE RECORD
Morning Meeting of 21 September 1966

Executive Director was in the chair. The Director was on the
Godfrey reported'on a military alert in the Dominican Republic
last night. No action resulted. He noted that a U. S. Mission officer
had been denied entry to East Berlin in what may prove to be an inci-
dent of harassment.

Bross mentioned that the Director had signed a letter to PFIAB
concerning possible revisions in the NSCID's.
DD/S noted the recent production of NIS on Laos using a new method
of typesetting by computer. He said the Agency had been able to locate
a number of 57 mm. recoilless rifles.
Carver mentioned a cable from the State Department to Saigon
querying the Ambassador about the use of U. S. troops in the Delta.

Houston noted that the prospects for the passage of the Agency's
legislative package are not as dim as they appeared previously. He
said that Senator Stennis had asked for a briefing by 8 October on the
subject of the military threat to the U. S. Executive Director said
that this could await the return of the DD/I.
DD/S&T called attention to a completed report giving a detailed
rundown on the SA-3 missile. He asked the Directorates to re-examine
their learances with a view to greater restriction. (See
Action 1
DD/S&T gave a further accounting of the problems involved with
the Soviet satellite vehicle as discussed yesterday. F__7said that
a staff study on this subject is in preparation.
DD/S&T outlined a recent problem involving the various responsi-
bilities in the community for the exploitation of Bloc hardware. Execu-
tive Director asked DD/I to have a paper prepared on this subject with
recommendations for the Director or to handle it by a briefing at a
regular Morning Meeting.
DD/P noted that, in his appearance before the Senate Foreign Rela-
tions Committee, Bill Bundy had been asked several questions regarding 25X1
