Morning Meeting of 20 September 1966
Godfrey mentioned that Secretary Rusk had asked for the PDB
during his two weeks in New York for the opening of the General
Assembly. It is being sent by daily courier. Secretary McNamara
had made a similar request for his trip to Rome on NATO matters;
this request will also be satisfied.
Godfrey said that Ben Read, Executive Secretary of the State
Department, had asked that the Director discuss 0 views 25X1
on China with Under Secretary Ball. The Director indicated ac-
knowledgment.
Godfrey said that the Director's briefing for Congressman Mahon
will be ready in the early afternoon.
Bross said that I had called regarding the PFIAB
agenda for 29 and 30 September. The Director said he had no more
suggestions and that the composition of the Agency's representation
can be decided early next week.

DD/P noted an Agency report on the possibility of Chinese
Communist military presence in northern Laos. The Director said
this should be watched.
The Director praised the annex in yesterday's PDB on a Soviet
shipment of helicopters to North Vietnam. In response to the Direc-
tor's question, the ADD/I said that accompanied by DIA 25X1
representatives, is going to Saigon to examine MACV's base line on
Viet Cong logistic requirements.
The Director canceled this week's USIB meeting.
The Director asked that Agency representatives meet with him
in his office at 3 p. m. tomorrow to discuss the COMOR report on
The Director asked that the papers for his budgetary review
before the Russell committee be prepared for use at a moment's
notice .
The Director reported on his briefing yesterday of Senators
Mansfield, Russell, and Fulbright on The Vietnamese Communists'
Will to Persist. He said that Senator Mansfield considered it to be
an objective study.
