Morning Meeting of 16 September 1966
Godfrey mentioned the intention of General Linville in Santo
Domingo to keep his forces out of the downtown area as much as
possible until their departure September 30. With the Brazilian
forces leaving today, Godfrey anticipated a rocky two-week period
in terms of potential incidents involving U. S. military forces.
mentioned a request from John McNaughton to downgrade
the classification of the memorandum on The Vietnamese Communists'
Will to Persist. The Director said he was pleased that would 25X1
be in touch with Mr. McNaughton personally on this matter and that any
requests for downgrading must be addressed to the Director in writing.
mentioned that U. S. forces were now operationally en-
gaged in the Delta for the first time and that Tri Quang had broken
his fast according to one report.
Bross mentioned the probability of an outside contribution to the
Educational Aid Fund.
Bross gave the Director a short briefing on yesterday's lengthy
meeting with General Carter in preparation for the USIB meeting at
Ft. Meade this morning.
DD/P initiated a discussion of the Red Guard phenomenon in China
and mentioned a previous assessment.

Executive Director reminded that the Annual Awards Ceremony
will take place at noon on Monday. DD/S said that the audience is
scheduled to be in place at 1145 and that the Vice President is definitely
planning to attend.
The Director said that he will be on the Hill Monday morning and
that the Executive Director will therefore chair the Morning Meeting.
The Director reported that the Vice President had personally
spoken to him of the high intellectual content of CIA. coverage of foreign
affairs. He said the Vice President will be sending to the Agency a
list of congressmen and senators who will be attending a parliamentary
conference in Iran so that the Agency can provide them with proper
background.
The Director mentioned that the briefing for President
yesterday had gone well.
The Director noted that at yesterday's meeting of the National
Security Council the President had been told flatly that both the French
and the Russians are "aboard" on efforts to continue e_
tary General.
