S. contingent should attend. reported that the Vietnam war game, was under way and would apparently concentrate on the problem of negotia- tions. Bross reported that General Carter had asked to have lunch with him tomorrow to discuss CCP problems and the NSA budget. The Di- rector noted that General Carter had asked him to a "ribbon-cutting" ceremony for the new DEFSMAC building. for DD/S&T mentioned that the DD/S&T had briefed Walt Rostow yesterday. The Director said he understood it had gone well. DD/P initiated a discussion on the story in this morning's Wash- ington Post by Murrey Marder on the timing of a build-up in South Vietnam to occur after the November elections in the U. S. Executive Director noted that the Bureau of the Budget had asked for a briefing on the Soviet space program. He cautioned against the inclusion of speculation which could impinge on the NASA budget. He mentioned that the State Department had contacted him concerning the format of a medal which State was planning for civilian service in Vietnam. He displayed a copy of a Vietnam service certificate which Ambassador Lodge is giving there.
