Morning Meeting of 13 September 1966
noted that he would like the Director to have a fifteen-
minute briefing with regard to the USIB meeting scheduled for Friday
at Fort Meade.
DD/S&T mentioned that Mr. Rostow will be briefed this afternoon
on the Soviet ABM question and that he felt it would be valuable for the
Director to have the same briefing at some future time. He announced
that Professor Kistiakowsky is resigning from the Hyland Panel.
DD/S&T said that many of the principal DD/S&T officers would be at
this Wednesday, Thursday, and Friday, during which period
Duckett will be Acting DD/S&T. He noted that Duckett is in New York
today briefing Ambassador Goldberg on the Soviet space program.
DD/S&T initiated a discussion on the talks currently being held
DD/S&T summarized DD/S&T's examination of three recent news-
paper articles concerning U. S. intelligence on large Soviet rockets
gained through satellite reconnaissance. The Director said he had
turned this problem over to the USIB Security Committee and directed
DD/S&T to pass the background documents to Howard Osborn.
