of ORR gave a briefing on the various economic
DID/I said that it would take ten working days for OCI to respond
to Secretary McNamara's request for a memorandum on North Viet-
namese and Viet Cong attitudes toward American peace overtures in
Vietnam.
DD/I said that he is in the process of planning for a visit by

and is now anticipated for 14 November. The Director said that he
had invited to be at Headquarters on the same date
and indicated that he did not wish a visit from that many
at the same time. He directed the DD/I and DD/P accordingly to
sort out who is scheduled to come and why and to make the necessary
adjustments.
Godfrey noted that OCI is re arin a briefing for the Director in
connection with a meetin with

Godfrey gave a rundown on OCI's weekend staffing to cover the
elections in Vietnam.
DD/S noted that the 1967 Combined Federal Campaign in support of
the UGF will begin Monday. He anticipated no difficulty in meeting the

Agency's quota. He asked for support from the Deputy Directors
and senior officials for collections for the Agency's Public Service
Aid Society and the Educational Aid Fund, which will be made simul-
taneously with the UGF drive.
DD/S mentioned that CIA has been asked to furnish 100 employees
in connection with welcoming ceremonies for He 25X1
also noted that the private elevator will be under repair from 1800 to
2400 today.
Carver noted the presence of weather-configured barrage balloons
in the northeast sector of the Haiphong area. He said the embassy in
Saigon is predicting a 60 percent turnout of registered voters for Sun-
day's election. The Director said that he had sent the ONE memorandum
on the elections by F---]to the White House.
Bross reported that Mr. Garside had been most favorably impressed
by his conversations and briefings at Headquarters. He said that
Mr. Knox wished to discuss requirements with The Direc- 25X1
tor agreed.
Bross said that I Thad suggested the Director send a letter
to PFIAB discussing several outstanding issues. The Director felt such
communications on a continuing basis would be helpful to PFIAB.
DD/S&T alerted the Director to the problem of COMOR's findings on
requirements.
DD/P brought up the subject of a meeting scheduled for 12 September
between the Director and the Secretary of State.
The Executive Director called attention to a letter from the Com-
mandant of the National War College asking that the Agency, in view
of the War College's new and smaller auditorium, restrict attendance
to lectures on a need-to-know basis. He mentioned that the Agency
was engaged in briefing DIA personnel on PPB techniques.
The Director told DD/I that, since his briefing of Senator Mansfield
on The Vietnamese Communists' Will to Persist had slipped into next
week, he wished to accompany him.
The Director reported that Secretary McNamara had read in full
the Will to Persist memorandum.
