The Director felt such communications on a continuing basis would be helpful to PFIAB. DD/S&T alerted the Director to the problem of COMOR's findings on requirements. DD/P brought up the subject of a meeting scheduled for 12 September between the Director and the Secretary of State. The Executive Director called attention to a letter from the Com- mandant of the National War College asking that the Agency, in view of the War College's new and smaller auditorium, restrict attendance to lectures on a need-to-know basis. He mentioned that the Agency was engaged in briefing DIA personnel on PPB techniques. The Director told DD/I that, since his briefing of Senator Mansfield on The Vietnamese Communists' Will to Persist had slipped into next week, he wished to accompany him.
