Morning Meeting of 31 August 1966
DD/I reported on the highlights of yesterday's Preparedness
Subcommittee hearing which he attended. He noted that Senator
Margaret Chase Smith initiated a discussion with the Secretary of
State which was complimentary to the Agency. The Director asked
to acquire some copies of the transcript.
DD/I noted that a letter has been sent to Admiral Rufus Taylor,
listing several discussion points in relation to the post mortem on the
warning estimate.
evidence continues to indicate that the Chinese are preparing for another
nuclear test at Lop Nor.
noting that additional evidence was acquired indicating that the Soviets
are deploying a long-range surface-to-air missile system. Also, the

Godfrey reported that, as a result of his review of distribution of
the CIB outside the Agency, it has been decided to eliminate the dis-
tribution listing which formerly appeared on the back cover.

DD/S reported that State Department has raised its post differ-
entials. He noted that the most significant changes were in the upper
grades.
DD/S reported that the JCS has completed its study on military
personnel serving in other agencies. The Agency's complement was
approved without change.
DD/S reported that he will start jury duty tomorrow.

briefed on his new assignment. Cooper is planning to visit the Agency
in the near future.
