Morning Meeting of 30 August 1966
Proctor noted that the paper on the North Vietnamese will
to continue was distributed to about 23 persons outside the Agency
yesterday. He noted that of ORR would brief General 25X1
Maxwell Taylor tomorrow on Soviet force goals. Proctor also
Godfrey stated that Bromley Smith indicated that the Hen House
item is likely to evoke a great deal of interest on
the part of Walt Rostow. (See Action 1)
Godfrey gave the Director a memorandum on South Africa and
noted that it is highly speculative and analytical. He stated that dis-
tribution outside the Agency would be restricted to the sub-Cabinet
level.
Abbot Smith reported that George Denney of INR has sent a letter
to the Director, requesting an updating of the NIE on the Soviet presence
in the Middle East. The estimate is to be completed in September.
Smith noted that the estimate on probably would be avail- 25X6
able for USIB consideration in two weeks.
Carver reported on his briefings of Generals Wheeler and
Goodpaster on the
Carver noted that a recent cable from on North Vietnamese25X1
negotiating teams is being sent only to Bill Bundy. Carver will follow
up with a call to him.
Chet Cooper has requested an updating of the 1965 memorandum
on the National Liberation Front. Bill Moyers sent a cable to the field,

requesting information for an upcoming speech by the President;
Carver called Moyers, offering SAVA's assistance.
Warner noted that the DD/I was attending the Preparedness
Subcommittee hearings this morning. Warner noted that the Agency
probably will be asked to brief the committee in about two weeks.
Warner noted that the Congress has approved the increase in
insurance coverage for Government employees.
DD/S&T reported on his negotiations with NSA to speed up the
delivery
The Director noted that the Vice President probably will attend
the 19 September awards ceremony only long enough to make a short
speech.
The Director noted that his discussion with Representative
Mahon yesterday went well.
