R r!r T.. rvOr 'l Approved For Release 2008/03/03: CIA-RDP80B01676R001500070027-8 18 August 1966 MEMORANDUM FOR THE RECORD Morning Meeting of 18 August 1966 DD/I reported that Tom Hughes had called yesterday to ask for Agency assistance in the attempts of the State Department to rebut Communist propaganda claims of U. S. air attacks against Soviet ships, Cambodia, etc. As a result, Secretary Rusk will write to Secretary McNamara and to the Director on this matter. DD/I noted that the study for Secretary McNamara on the will of the North Vietnamese to continue the war is nearing completion. It will be available for the Director to send to the Secretary next week. eported on the recent meeting of top officials in Peiping and noted that Mao was still No. 1 but that there appear to be a number of anomalies in the remainder of the pecking order, indicating that the power struggle is continuing. observed that the result of yesterday's NRO Executive Committee meeting was satisfactory to the Agency. DD/S reported that there was an accident yesterday involving one of the Agency's courier vehicles but that no unfavorable publicity would result. The Director asked that the DDS remind the drivers of Agency vehicles to maintain good driving practices. DD/S noted that a Support Review Course is being established by the Office of Training to enhance the perspectives of Support Officers. reported that he had received a call from Bob Komer yes- terday on a variety of matters relating to Vietnam. Among other things, Komer was concerned about Agency reporting on the rice situation. The Director asked that this be looked into for ways of improving the report- ing. aly aa1.'. DD/S&T said that the material the Director had requested for Secretary McNamara on expediting the deployment of OXCART would be ready today. He noted that Duckett would attend the meetings be- ginning today on the possible merger of OXCART and the SR-71. The Director noted that, as a result of yesterday's NRO meeting, work on the base station for the project could now proceed. 25X6 25X1 25X1 25X1 ADD/P noted the existence of a report that an I 25X1 would be made on~~ in the near future.
