He noted that a letter will be prepared for the Director to send to the PFIAB informing them that the labeling issue has been settled. DD/I reported that there are indeed about 6, 000 captured docu- ments from Vietnam in Headquarters. He noted that they are being reviewed and that an ORR task force is being set up to speed up the review. He stated that a letter is being prepared for the Director to send to General Davis through General Carroll informing them of this review and inviting their participation in the project. Lehman, referring to today's CIB article on cruise missiles in Cuba, noted that these weapons probably are not intended as a threat to Guan- tanamo. DD/S reported that he will have a meeting in his office tomorrow re a short documentary film on the Agency. He requested that each Directorate send a representative to the meeting. The Executive Di- rector observed that this is a follow-up to the Director's recent meet- ing with the Warner reported that Senator Harris will be here for breakfast next Tuesday. He noted that Senator Russell probably will not be available to meet with the Director until the end of this week. Warner noted that Bill Darden of the Russell committee is on leave and will therefore be unable to meet with the Executive Director. He reported that Russ Blandford of the Rivers committee had indicated that the Representative would like to meet with the Director in the near future. Bross noted that the ~report on early warning had been com- pleted but that it had not yet been formally coordinated within the com- munity. He stated that he was forwarding a memorandum to the Direc- tor recommending that the findings of the report be coordinated by NIPE first within the Agency and then in the community. After that formal recommendations would be prepared and submitted to the Direc - tor. DD/S&T reported that the IDEALIST mission which had been aborted recently had managed to cover all the major targets on Hainan Island prior to returning to base. He also reported that the electronics mal- functions were not serious and probably would be remedied in short order. In the meantime another scheduled IDEALIST mission had to be canceled. DD/S&T noted that sion was recovered on Tuesday. ADD/P noted that the two Americans currently in prison in Hungary on a minor political charge have no connection with the Agency. Executive Director reported on the guidelines for the Fiscal Year 1968 budget which have now been received from the Bureau of the Budget. He noted that, except for certain increases related to Vietnam, NPIC, 0 and the new pay raise, there would be no other in- creases allowed by the Bureau. Therefore, the Agency's FY 68 budget is expected generally to stay in the limits of the FY 67 budget. The Director indicated that he will discuss this matter with Deputy Secretary Vance prior to taking action on the request. The Director again mentioned the request of to visit the Director here and noted that he had not yet reached a decision. The Director stated that he is considering a proposal to the 303 Committee regarding the use of OXCART over Cuba. He requested the DD/S&T to prepare an analytical paper on Cuban capabilities to recognize the overflight and its intended mission. The Director noted a recent report) (stating that the Chinese Communists would have an ICBM capability by 1970 and discussed the validity of this report with the group. The Director requested Warner to prepare a report for him on the problem of Agency legal recourse in relation to security violations so that he can discuss the matter with the PFIAB.
