Approved For Release 2008/03/03: CIA-RDP80B01676R001500070029-6 25X1 16 August 1966 Morning Meeting of 16 August 1966 DD/I reported on recent Soviet attempts to purchase grain from Canada and France. He reported that is keeping a close watch on Soviet activities in the world grain market. DD/I gave the Director a memorandum on the Soviet role in the air defenses of North Vietnam. He noted that the memo concludes that the recent Soviet activity is a stopgap measure on the part of the Soviets rather than an indication of increasing involvement. (See .Action 1) DD/I reported that the State/Defense China Study Group is prepar- ing to do a follow-up to its recent paper and is seeking Agency support. He noted that the Agency had done about two-thirds of the work in pre- paring the Group's original paper but that only the State and Defense Departments received by-lines. Jacobson of the State Bureau of Far Eastern Affairs will meet today with the DD/I to discuss the follow-up paper. DD/I recommended and the Director agreed that either the Agency should be given credit for its participation or it should limit its support to the Group. Lehman reported on recent military developments on Cyprus. He also noted that the "Aleutian War" has ended. The Director noted that Congo indicate a 25X1 serious situation is developing there and expresse is concern about this. Executive Director observed that the Agency's recent request Abbot Smith reported that a recent Army study on the required supply levels for North Vietnamese troops in South Vietnam differs greatly from previous estimates. He noted that the difference does not warrant the issuance of a Memorandum to Holders for NIE 14-3-66. (See Action 3) Carver reported that he had talked with Bob Komer and Bromley Smith on the recent report 25X1 prior to passing them to Higher Authority. Carver noted a report from stating that the 25X1 bombings are causing a split in the Hanoi government. He observed that we have received several such reports from 25X1 Komer and mit that they seek Agency assessment of such reports regarding the situation in Hanoi. He suggested to recently, suggesting that there may be a campaign to en- courage the U. S. to make another pause in the bombing in hopes of achieving negotiations with the North Vietnamese. The Director noted that Bob Schaetzel of State's Bureau of European Affairs had told him that was inadequate.
