MEMORANDUM FOR THE RECORD
Morning Meeting of 8 August 1966
DD/I reported that a memorandum for the President on Soviet
attitudes toward the United States was sent to the White House on
6 August. The memorandum notes that there is no evidence of a
hardening in Soviet attitudes toward the U. S. Although their actions
reflect concern over the Vietnamese situation, the Soviets want to
continue to do business with the U. S. DD/I commented on the recent
Soviet note to the U. S. regarding the straffing of a Soviet merchant
ship in North Vietnamese waters. According to pilot reports, U. S.
aircraft were not in the vicinity of the ship on the day of the reported
attack. No evidence could be found to substantiate the Soviet allega-
tions.
DD/I reported that the weekly status report of Task Force
notes that a Soviet ship, Milerova, is en route to Haiphong with a deck
cargo of MIG aircraft. It is likely, however, that the ship will unload
this cargo in Cambodia before going on to Haiphong. DD/I noted that
the paper for Ambassador Johnson on the disclosure of certain classi-
fied material had been prepared and telephonic concurrence had been
acquired. The paper is now ready to be sent to Ambassador Johnson.
DD/I commented on the favorable initial results of the recent
mission.
Godfrey reported that it had been a bad weekend for U. S. aircraft
over North Vietnam; eleven aircraft were lost. Although a number of
SAM's were fired at the aircraft, it appears that all but one were lost
to conventional ground fire.

NIE rbe done in the fourth quarter of this year. He noted that
the scheduled Cuban estimate would be canceled to accommodate
General Carroll's request.

USIB this week. He observed that the coordination process on
NIE 11-10, "Warning of Soviet Intention to Attack, " is going slowly.

because the cost estimates are somewhat higher than those desired by
NRO. recommended that this matter should be brought up at
the next NRO Executive Committee meeting; the Director agreed.

with General Carter so that the Director can respond to
correspondence on this book.

DD/S noted that there is nothing new to report on the 25X1

noted that Ambassador Lodge has sent a cable describing his concern
over the behavior of U. S. troops in Saigon and the housing situation as
it relates to the U. S. AID mission.

case. He reported that the Agency's legislative package is to go before
the full House Armed Services Committee today. He also reported that
the Russell committee is not yet prepared to meet with the Director on
the Agency's FY 67 budget.
Executive Director suggested that Congressman Bates should be
invited to the Agency for a briefing. The Director instructed 25X1
to extend an invitation.

The Director noted that he will get in touch with

The Director reported on the outcome of last week's 303 Committee
Meeting.
