Morning Meeting of 3 August 1966
The Director noted that he had been asked to give an intelligence
briefing on t the NSC meeting tomorrow at 11:00 a. m. (See
Action Item 1)

that the General Counsel assess the feasibility of establishing a monetary
value on intelligence papers so that an employee who removed such papers
from official channels could be sued for financial damages.
The Executive Director requested that all employees be reminded
that it is a violation of Agency regulations to take classified material to
their residences, or remove them from official channels.
