Messrs. R. J. Smith and Drex Godfrey explained that the item was somewhat watered down due to the conservative position of the Department of State. Las y, he noted that the Haiphong POL facilities had been bombed. reported that he had met with Rostow yesterday con- cerning a SNIE on a possible Presidential visit. noted that Peter Jessup would be coming to Headquarters for a meeting on the =deployment this morning. Warfield, for the DDS, reported that talks with the Government are scheduled to begin on 11 August concerning a telecom- munications station i noted the latest outgoing from Komer to Porter which would call for a report to the President on the status of civil action programs in South Vietnam. Duckett, for DDS&T, reported that a TACKLE flight might be run tonight, but it will depend on the weather. He noted a brief item in the Washington Post today concerning the loss of the Tagboard aircraft at sea. The Director agreed with suggestion that the latter will 25X1 brief Bill Darden on this. The Director noted that an NSC meeting is scheduled at 11:00 Thursday which will conflict with the usual USIB meeting. It was agreed that a decision on this matter will be made at the staff meeting tomorrow morning. The Director raised the question that the number of Soviet ICBM's was a matter of growing concern to the USAF. Messrs. A. Smith and Duckett stated that the number was on a rising curve, but was still within the upper reaches of the current Estimate. The Executive Director noted that Mr. Victor Marchetti will be acting as his Executive Assistant for the time being. 1. The Executive Director requested that) linform 25X1 General Reynolds that the Agency could not meet the 7 August deadline for a report on the Agency's views on the Joint Imagery Analysis Group report.
