Approved For Release 2008/03/03: CIA-RDP80BO1676R001500070043-0 27 July 1966 Morning Meeting of 27 July 1966 In response to an inquiry from the Director, Proctor reported that the first of a series of monthly reports on Soviet efforts to purchase wheat will be available later this week. Godfrey reported that an interagency working group looking into the state of intelligence about the recent Argentine coup has completed its study. The group will meet monthly to review any differences of opinion concerning the Argentine situation. A similar procedure may be useful in the case of African countries. Godfrey discussed recommendations made by outside consultants pertaining to a new design for the covers of Agency reports. The con- sultants recommended a new Agency seal. Discussion showed that it is infinitely complicated to make a change in the official seal. The Director asked Godfrey to work up dummy cover sheets using all of the consultants' suggestions except for the new seal and to submit these for consideration. oted a request yesterday from Rostow for another S 1141E, this one on China. There is growing concern within the Department about the fact that the U. S. capability to respond to a pre-emptive attack will lessen in future years with an increase in Soviet ABM and offensive attack capabilities. DD/S&T noted that at this meeting there was reference made to the compromise of a U. S. industrial official by the Soviets, who grilled the official on his knowledge about missilry and space matters. In this connection DD/S reported that the FBI is investigating the case and a report is to be made to the USIB Security Committee. (See Action 1) DD/S&T asked for a meeting to discuss the future of and 0 The Director asked that arrangements be made for the Executive Director to chair this meeting. Executive Director noted that a recent cable from Ambassadors Lodge and Porter concerning the RDC program is not too helpful to the Agency as regards funding and other arrangements. DD/P and the Executive Director will meet to discuss this and perhaps arrange to see Komer. Alexis Johnson and Komer asking that all agencies place controls on travel to Vietnam. FE Division will be asked to be the focal point for Agency controls. The Director discussed a high-level meeting held yesterday concerning Panama. (See Action 2) The Director noted a cable from ndicating that there might be some conflict with the military as regards forth- coming assignment in The Director said he had discussed this assignment with Secretary Rusk, who favors it. The Director noted receipt of a letter from Admiral Raborn ex- pressing thanks for the photographs of the farewell dinner party and extending regards to Agency officers. 25X1 25X1 The Director noted that in discussions with BOB Director Schultze yesterday it was agreed that Henry Rowen and Jim Clark would come to the Agency and work with us in looking deeply into the system of development of requirements, PNIO's, etc. It was agreed that 25X1 would serve as the focal point of the Agency; will 25X1 sit in on the sessions. The Director noted the need to arrange the best possible Agency team so as to educate the Bureau as thoroughly as possible on the requirements process. 1. DD/S is to look into the adequacy of current security controls and procedures governing travel abroad by Government consultants who have access to exotic U. S. programs.
