MEMORANDUM FOR THE RECORD
Morning Meeting of 25 July 1966
Proctor tabled a copy of a memorandum done in response
to a DCI request covering tensions and attitudes in NVN. The
Director intends to distribute one or two copies directly himself.
DD/I will make a standard high-level dissemination of the memo
later today.
Proctor reported favorable test results of the uhotogranh;c-
system designed to provide
Proctor reported that CIA and DIA had reached agreement
on an estimate of ChiCom troop strength in North Vietnam. The
estimate is between 25, 000 and 45, 000.
Godfrey briefed on the current situation in the Congo.
reported that the Vice President appreciated
a recent ONE memorandum on China. 0 also reported that
Rostow has requested a SNIE on Soviet developments, particularly
as they relate to the Vietnam situation. The SNIE will be ready
for USIB consideration this week.
DD/S reported that a special committee under Senator Ervin
looking into invasion of privacy, etc., does not intend to look into
practices by security agencies. DD/S nevertheless intends to
continue pulling together information on Agency practices.
DD/S reported that George Carroll of the Vice President's
office has moved into East Building. The Director noted that he
had received a letter from the Vice President, expressing thanks
for these arrangements for Carroll.

DD/S noted that State Department provisions for permitting
profits gained from auto sales by U. S. personnel abroad to be
contributed to charity may permit contributions by Agency per-
sonnel to the Educational Aid Fund.
reported that SAVA will maintain up-to-date statistics
on various aspects of Vietnam matters to be in position to respond
to Agency inquiries.
Houston reported that the Senate Preparedness Subcommittee,
in accordance with past practices, will have access to an NIE on
nuclear matters. The NIE in this case is the one dealing with the
ChiCom advanced weapons program which was made available to
the Joint Committee.
reported that the Joint Imagery Review Committee
looking into photographic interpretation will complete its report by
the end of this week. It will be submitted to the Agency and to the
services for review and comment.
DD/S&T reported that an SS-7 had been fired from Plesetsk

Executive Director noted that on the morning of Z8 July the
Director will be on the Hill, and it was agreed to change the time
of the USIB meeting that day to 11:00 a. m.
The Director asked if there was a need for a pre-USIB meeting
this week. Consensus was there was not. The Director asked that

a pre-USIB meeting not be made SOP but that the need for one
be looked at on its merits each week. The Director also noted
that he wants to discuss in executive session with USIB this week
The Director noted receipt of a letter dated 8 July from
Rostow concerning the need for support to the State Department
in "bridge building" to Eastern Europe.
The Director initiated a point-by-point discussion of the
PFIAB agenda for the 29 July meeting.
