Morning Meeting of 21 July 1966
Proctor informed the Director that a memorandum has been
prepared on the U.. S. -USSR Cultural Exchange Program and that a
briefing book on Indonesia has been prepared for the Director's use.
Proctor reported that he discussed with General Carter his
proposal to merge the ad hoc committees which follow the introduction
of strategic weapons into North Vietnam and Cuba with the Watch Com-
mittee. General Carter will discuss the subject directly with General
Carroll.
for Godfrey reported that the use of the DMZ as a
North Vietnamese infiltration route is being carefully examined by OCI.
He commented that the New York Times article on the eighth meeting
of deGaulle and Erhard is overly optimistic. He noted the reaction
of the Indian foreign ministry to the representations of Ambassador
Bowles concerning U. S. reaction to the recent Indian communique
issued in Moscow. He observed that the Arab summit conference
scheduled to meet in Algiers in September will probably fail as a
result of a lack of cooperation on the part of Algeria and the UAR.
