General Carroll prefers that the present arrangements be continued. The Director asked DD/I to discuss the proposal again with General Carter. reported that 40 percent of the workers at Cam Ranh Bay are back on the job. He noted a Baltimore Sun story regarding the cessation of the subsidy by the West German government to West German political parties. The Director reported that Higher Authority has decided to defer for thirty days a decision on the proposal to deploy OXCART. The Director reported that Leonard Marks believes that the U. S. is having serious problems with the USSR on the Cultural Exchange Program. The Director requested that Proctor give a status report on this Program at tomorrow's Morning Meeting. The Director requested that the Executive Committee make sug- gestions at tomorrow's Morning Meeting regarding an appropriate recognition or award by the Agency to who recently 25X1 transferred to other duties.
