Morning Meeting of 19 July 1966
Proctor submitted a briefing book on the world food situation and
a copy of the newly issued Economic Intelligence Statistical Handbook
to the Director for his use at the NSC meeting to consider U. S. policy
at the session of the Development Assistance Committee scheduled for
20-21 July.
Proctor reported that the committee to determine the presence of
strategic weapons in North Vietnam will be merged with the Watch
Committee. He will report further on the status of the committee to
follow the presence of strategic weapons in Cuba.

Court of Justice on South-West Africa. He briefly covered the latest
information on plotting in the Congo and the outlook for Belgian-
Congolese relations.

Director during his forthcoming visit to the Headquarters building
on Thursday.

an accurate statement on the developments reported in the New York
