S. prisoners of war in North Vietnam. J. J. Hitchcock will stay in contact with Admiral Harlfinger on this subject. He also discussed with General Carroll the differences between CIA's and DIA's statistics concerning North Vietnam, including numbers of Chinese in North Vietnam and the POL storage capacity. Proctor mentioned that Task Forcel I reports that one large-hatch Soviet merchant vessel is now in Haiphong harbor. Proctor discussed the merger proposed by General Carter of the ad hoc committees that follow the subject of strategic weapons in North Vietnam and Cuba. (See Action 1) Proctor reported that the Directorate of Intelligence has produced a report on the Tallinn-type long-range SAM site in the Crimea. for Godfrey expanded on yesterday's CIB article re- garding the problems of the republican government in the Yemen and presented the view that Egyptian involvement in Yemen precludes action against Israel by the UAR at this point. noted that a new report on the number of North Vietnamese in Laos is inaccurate. (See Action 4) The Director reported the receipt of a letter from General Carroll praising Agency collection of Soviet technical manuals and containing a request for continued collection against the SA-2 missile. The Director noted a letter from Secretary Rusk in response to Admiral Raborn's letter on security stemming from USIB consideration of a recent security problem which will be referred to DD/S for the Director of Security. 1.
