Morning Meeting of 14 July 1966
DCI raised a question regarding the accuracy of the statistics on
missile strengths in Hanson Baldwin's article in today's New York
Times. (See Action 1)
Proctor discussed a report prepared by the Agency for ACDA on
the cost of developing a nuclear capability which may be published by
ACDA without attribution to the Agency.
Proctor received a letter from General Carroll regarding the
planned assignment of
Godfrey reported that State and DIA have been contacted on the
matter of re the intelligence on He 25X1
also noted a report on leadership developments in Hanoi.
Godfrey received DCI approval to approach Bromley Smith re-
garding the need to publish a PDB on Sunday when the President is not
at the White House.

staff members will be briefed today on the Agency's planning, program-
ming, and budgeting system.
DCI commented on the intelligibility of certain graphics in the Daily
Bulletin.
DCI referred to scheduled discussion today at USIB of Project
