nrin"v Approved For Release 2008/03/03: CIA-RDP80B01676R001500070060-1 1 July 1966 MEMORANDUM FOR THE RECORD Morning Meeting of 1 July 1966 The DCI opened the meeting with the following items: 1. Admiral Raborn extended to all his thanks and gratitude for the farewell dinner given him on 29 June. 2. Unless international developments dictate otherwise, the 4 July holiday will be a "Sunday" in terms of Agency staffing. 3. The system of weekend DCI duty officers in the Agency will continue. 4. The DCI invites senior Agency officials to feel free to plan 25X1 on use of the DCI private dining room. on extension C 25X1 is the point of contact. In the event of conflict this can be resolved in discussions at morning meetings. 5. The DCI noted that he had requested a post mortem on the ~nd has requested completion of the study during the coming week. 6. The DCI will continue the daily morning meetings. He urged that the meetings be used as a "brokerage house" to accomplish Agency business in a manner that should permit a reduction in the amount of written reports and memoranda sent forward. All those who attend the morning meeting were asked to use the utmost discretion in passing along information pertaining to the items raised at the meetings. If in doubt about the propriety of this, the DCI should be contacted. 7. The DCI does not plan to move his office. 8. The Director of the Office of Current Intelligence was requested by the DCI to brief the morning meeting daily on major press items affecting the Agency and its work as may be carried in the Washington Post, the New York Times and the Baltimore Sun. 25X1 Approved For Release 2008/03/03: CIA-RDP80B01676R001500070060-1 Approved For Release 2008/03/03: CIA-RDP80BO1676R001500070060-1 %W *at ADDI reported completion of an Agency memorandum relating to a new Soviet Weapons System which will affect the forthcoming NIE 11-8 and which, when operational, could eliminate the early warning now provided by the BMEWS System. It was agreed that this memo will be disseminated. Godfrey briefed on current developments in the Vietnam area including Soviet communications noted in the SAM network near Hanoi and the sinking of three NVN PT boats which moved against American destroyers. Godfrey also reported on the situation pertaining to the Vice President's trip to the Dominican Republic. Kent noted that the State Department has encountered some policy objections to the current draft of an NIE on the radical West African States. DDS reported that plans are being made to circulate to all Agency personnel copies of the remarks made by the President at the swearing-in ceremony of the DCI yesterday. DDS reported successful completion of arrangements for additional construction at the 25X1 Houston noted that discussions are under way on the Hill aimed at developing a procedure to facilitate funding and contracting for construction work.
